What happens next

LiteLLM, Portkey, and OpenRouter all solve routing and observability well. None of them were built to be an organizational governance layer, and that gap becomes visible at a predictable moment: when spending, access, and audit stop being one team's configuration and become an organization's requirement.

Hard limits vs. tracked limits
