Windsurf — Not Supported
Windsurf (by Codeium) routes AI requests through Codeium's backend. There is no base URL setting that redirects those requests to a custom proxy; governance, attribution, and audit logging are not possible for Windsurf sessions.
Why Windsurf Can't Be Proxied
Windsurf's enterprise mode supports a custom API server, but only if you run a Codeium-compatible backend; it is not a pass-through to an arbitrary OpenAI or Anthropic endpoint. The custom server setting is designed for running Codeium's own software on-premises, not for routing through an AI governance gateway.
Standard HTTP/HTTPS proxy settings exist in Windsurf for corporate network traversal, but these are network-level proxies only; they do not intercept or redirect the AI request layer.
What You Lose
Without gateway integration, Windsurf sessions have no:
- Spend tracking: token usage across your team is invisible to your governance layer
- Policy enforcement: no rate limits, allow/deny rules, or model restrictions
- Audit logging: no record of which models were used, when, or by whom
- Attribution: no per-team, per-project, or per-user cost breakdown
Ask Codeium to Support Custom Base URLs

- Ask for: "Support a configurable ANTHROPIC_BASE_URL / OPENAI_BASE_URL so organizations can route Windsurf AI traffic through their own governance gateway for audit logging, policy enforcement, and spend attribution"
